Keystone, Colorado  (January 27, 2011) – In 2010, the Insurance Studies Institute (ISI) partnered with Professor Kent Smetters of The Wharton School to develop an optimal design for a Systemic Risk Regulator system. The ongoing project examines how the recent economic turmoil exposed gaps in the regulatory system and studies options for constructing an improved regulatory model that: 1) can be reliably utilized by those responsible for catastrophic risk management; and 2) can promote financial stability among financially interdependent institutions.

Professor Smetters recently hosted a symposium at The Wharton School, entitled, “Financial Reform: What is it? Will it work?  Why should you care?” The ISI-sponsored project was showcased as one of the core readings and formed the basis for several student-led research projects.

This intensive, five day “mini” course was held January 3 – 7, 2011 and featured content rich in analysis of the Dodd-Frank Act, which virtually rewrites the regulatory landscape of financial services in the United States.  An outstanding array of speakers tackled all angles of this complex subject matter, and presented the issues in an accessible, practical way.

Insurance Studies Institute (ISI) is very pleased to publish the 9th edition of the Life Insurance Settlement Series: “Overview of the Life Insurance Secondary Market from an Investment Perspective.”

By analyzing salient media articles published over the last 12 months, ISI has attempted to identify trends affecting the Life Insurance Secondary Market (“LISM”).  Over 65 investor-related articles and papers were studied, and five main themes were recognized and fleshed out:

  • General Developments in the LISM
  • The Landscape of the Financial Markets
  • Investments and Available Capital in the LISM
  • Securitization of Life Insurance Settlements
  • Best Practices and Standards

Conclusion?  While the economic recession and other factors have resulted in recent pull-back of investor capital, the LISM “asset class” remains vibrant and appears to be maturing, gaining strength,  and moving in pioneering directions.

ISI provided lead funding for this breakthrough project, based at the Wharton School of Business. With assistance from the Congressional Budget Office, the study examines how the 2008/2009 financial crisis exposed gaps in the current regulatory system, and explores options for constructing an improved regulatory system through a Systemic Risk Regulator. The goal is to promote financial stability among financially interdependent institutions by lessening the likelihood of a crisis while creating ex-ante mechanisms to deal with a major financial crisis that does materialize. If the project produces demonstratable results, ISI may help to avoid future catastrophic capital market turmoil by employing this systemic risk regulator for major financial institutions.
